The Viking Dragonfly is an aircraft inspired by the Rutan-Weaver Quickie. It has two wings as does a biplane except the lower wing is forward of the flight cabin and the upper wing is aft of the flight cabin. This is what is called tandem wing or equal area canard configuration. The canard is lifting 60% and the aft wing 40% of the airplanes weight. Pitch control (elevators) is on the front wing; the aft wing supports ailerons for roll control.
